Reform still going strong?

The Uniontown Herald Standard published an interview with Rep. David Steil of Bucks County, who recently announced his intention to retire when his term is up. He’s served eight terms in the House.
From the interview:
He says the reform movement in Harrisburg still lacks widespread support among lawmakers, suggesting that measures to cut the cost of the Legislature and limit campaign contributions could be years away from passing.
“You need really, really committed people for this (reform),” he said. “People who are willing to make some significant changes to the way we do business. I just don’t think we yet have enough people. You’ve got to get to 102 members, and I don’t think we are there yet.”
On the other hand, Rep. Josh Shapiro wrote in his blog on Keystone Politics that “Reform is Alive and Well” in PA. “Put in perspective of the lack of reform in the last 30 years, reform today is moving at a quick pace, but we must accomplish a lot more.”
Rep. Shapiro was elected in 2005, so I hope his statments are a true indicator of change to come in Harrisburg, and not just optimism. (Though to be honest, optimism is pretty refreshing.)
